Basically THE WHIRLWIND Full-body conversion boils down to one thing, a walking, stomping gun-platform.  The Whirlwind fills in the roles that the Dragoon is not worthy or built to be in.  Whirlwind was designed to offer long range support, cover-fire, suppressive fire, and if given the right armaments, it can be used as an anti-aircraft fire-station.  Whirlwinds have proven themselves adequate for garrison and security roles, as they are not as cold as Dragoons, and retain individual thought.  For this reason, a low caliber-high magazine minigun or gatling gun combination is chosen frequently.  This, combined with a carried, long-range, grenade launcher or magazined bazooka can provide deadly long range havok.  It is common practice for the standard issue sword to not be left behind.  Many borg's profess that it is best to handle 'meat-puppets' one-on-one without wasting precious ammo which might be better suited to dissabling that incoming Osprey or AV.
During the Whirlwind's testing periods, the developers added the Chameleon system.  This allowed greater role flexability to the Whirlwind combat borg.  Now it had moved from the stationary, or lumbering combat platform to something that could take a more guerrila or covert role.  Combined with the IR bleeding system, the Whirlwind is significantly protected against attack and detection.
The Whirlwind is also the first borg to carry the 'Cybersteroids' as a standard package option.  This was built into the design to help the Whirlwind take hits from larger rounds, and be able to carry heavier, and higher recoiling weapons.  The Whirlwind, though underarmored to take on any Assault Power Armor Suits (Like the Nemesis), it can hold its own against any combat borg, meat soldier, light artillary and vehicles, and some of the heavier PA suits.  All this and a sleek shape showing off its power and grace.
An obvious problem with this system, much like the Dragoon, is inevitability of cyberpsychosis.  This has been reduced by putting applicants through a severe screening process, and preparing them, slowly, to the shock the new system will put on their senses.  Using Virtual Reality, the Net, and braindances, the participants can slowly adjust to their waiting bodies.  The effect of this training is that humanity loss is reduced by a third of the amount calculated.  Again, the user of the bodies are put into Biopods, but unlike Dragoon users, Whirlwind operators are issued a replicated Gemini body for their off duty hours.  This issued Gemini body will be almost exactly like the meat body they just shed (NEARLY IMPOSSIBLE role to tell the difference).  This helps the mind of the operator adjust and deal with the Whirlwind's sophisticated technosystems.(This also contributes to that 1/3 reduction in HL-to both the Whirlwind and the Gemini).
It is rumored that the developers are working on both a PA version of the Whirlwind, and a Mk II version which will stride into the battlefield armored heavier than it's predicessor (like SP 65 or such)
