Key Card I.C.E.

This item will break through key-card locks 80% of the time.  The particular attraction to this item is that it doesn't require the user to have ANY knowledge of Electronic Security systems to use it.  All the user has to do is pass it through the swipe, or insert it.  The only draw back to this expensive electronic B & E tool is that they are frequently fashioned with a one-use kill switch.  The I.C.E detects the scanner, and after the acceptance code is flashed, it immediately melts it's intricate circuitry, making it useless.  If the bearer wishes, he may attempt to disable the meltdown circuitry (Nearly Impossible 35+), but failure causes IMMEDIATE uselessness of the card.  This is, needless to say, Black Market and is HIGHLY illegal.
