Okay, how this system works:
This is a system of hit locations, and the Damage is all dependant on what gets through the armor. 
When the effect says "Damage", that means the base damage that has gotten through the armor.  This usually gets modified in some way. 
For shots to the abdomen (anything between the bottom of the rib cage and top of the pelvis), the damage level is increased by 1.  This means that if the damage to the character is a light wound, you treat it like a serious wound.  Shots to the stomach and abdomen are the most painful shots.  (this is mainly due to the fact that the admonious rectus is always flexed, and with a hole in it...well, you figure it out.)
When the Location says Glance, this means that the bullet, or knife either grazed the person, or ricocheted off a bone.  This does cause LETHAL damage. 
When the effect says "Disable" with a percentage, this is the percentage that the target will actually be disabled.  Different areas have different effects from being disabled.
SHOULDER The whole arm goes limp.  Performing actions with that arm becomes extremely difficult & painful or impossible
UPPER ARM The arm cannot curl, actions requiring either the tricep or bicep cause the victim more pain (EXTREME pain)
FOREARM  Using the hand is difficult if not impossible, the ulna is likely broken, or important muscles have been thoroughly ruined.
HAND The hand is useless, grabbing or finger manipulation is nearly or is impossible 
SPINE It is likely that the character is now PERMINENTLY paralyzed from the injury down.  Lower lumbar reconstruction or nanites may repair this damage, but some cases are beyond repair.
THIGH The leg cannot support the weight, a weight bearing tool (crutches, etc.) is need.  The character usually falls over right away when this occurres.
SHIN/FOOT Same results as the Thigh.
